Sadly R. Tranter's favourite Victorian novelist is fictitious, although this work does bring to mind Barchester Towers by the very well known Anthony Trollope.

Sayyid Qutb (1906-1966) was an Egyptian poet and member of the banned Muslim Brotherhood.  A strong critic of the Muslim establishment, he is seen as having shaped the beliefs and ideals of Islamists and groups such as Al Qaeda.

The hugely influential and solidly anti-Western Ma'alim fi al-Tariq (Milestones), published in 1964, is a call to action to reshape the Muslim world along strictly Qur'anic, Sharia lines.

Qutb was hanged (some say martyred) on 29 August 1966, sentenced to death for conspiring to assassinate the President of Egypt.
