An outlaw is someone who literally lives ‘outside the law’. Being declared an outlaw meant that you were no longer considered to be human and were therefore deprived of all human rights.

In addition, being declared an outlaw meant that others were able to shoot you on sight without being punished.

Although the term is now legally obsolete it is still used to describe those who violate the law and, increasingly, rebels.
